Description

This course enquires into the evolution of the Commonwealth of Nations from an association within the British Empire and imperial management tool into an independent international organisation of states and peoples.

While the Commonwealth has been criticised for being inefficient and outdated, and for not living up to its own principles, it seems to have remained attractive, even beyond the original scope of the English-speaking world, as the choice of Gabon and Togo to join the organisation in 2022 seems to testify. It will be one of the objectives of this course to try and understand this apparent contradiction, and assess whether the Commonwealth has remained a relevant international organisation in the new international paradigm.

The Commonwealth of Nations is an international organisation of 56 states but it would be better defined as a network, as it has always put non-state actors and informal proceedings at the heart of its particular identity and action. With both an international and transnational dimensions, the Commonwealth offers an opportunity to reflect on the legacy of former imperial links in today’s international relations, and on the impact of civil societies in 21st century international relations.
