Description
This course deals with territorial diplomacy as a form of “foreign policy” practiced by sub-national actors and local authorities. It traces the development of local international relations from the end of the Second World War to the present day. In the first part, the theoretical and methodological foundations of territorial diplomacy will first be explained (terminology, actors, territories, tools) as well as the historical development of local and regional neighborhood relations, notably demonstrating the link between territorial diplomacy and EU foreign policy and the different functions of territorial diplomacy (integration, democratic stabilization, application of the principle of subsidiarity and multi-level governance). The second part will be devoted to the geopolitical function of territorial diplomacy and the challenges of separatism and ultra-regionalism movements as well as its role in the management of international crises (management of border conflicts, role in the COVID-19 crisis, macro-regional approaches, etc.).
