Speakers :
Thorbjorn Jagland, Secretary General, Council of Europe.
Liora Lazarus, Professor in Law, University of Oxford.

Today, the main threats to security seem to originate from within States rather than between them. The risk of a downward spiral of distrust and fear in societies, caused by economic, social and moral uncertainty, is real and difficult to manage. “Deep security”, grounded in basic trust, is more than ever important.

Democracy, human rights and rule of law are indispensable sources of deep security, which generally strengthen each other. But especially in the area of security there are difficult trade-offs.

During the Symposium, the speakers will address crucial issues on how democratic security can be achieved in the current complex world.
